As previously reported, the Shoulder Enchants from the Therazane Reputation are currently only available to characters who are Exalted with the Faction. However, Blizzard has listened to player feedback and will be changing these Enchants to Bind on Account. This means that any player who has reached the required reputation with Therazane will be able to use these Enchants on other level 85 characters on their account, regardless of that character's Reputation status.

We’re working on this. We agree that it would feel better to have this reward for reaching exalted with Therazane available to your alts.
